second suggestion such an exchange of notes would be an
additional safeguard though the point is strictly
speeking covered by our wording. I am however again
a little doubtful about advisability of bringing up
this new point and possibly putting new ideas into
the heads of the Chinese. As regards the third
suggestion I do not think that we can get anything
more than our agreed minute which seems sufficient.
