All that was said on the subject was that
His Majesty's Minister had actually started negotiating with China on this subject and was
taking a very firm line and not giving any indication that he was prepared to give way at all
(i.e. that he was demanding that all four areas
should be reserved).
An account of these negotiations is given in
No.80 which had been received but not circulated
before the meeting.
The question therefore arises as to the reply
to be returned to the Foreign Office letter of the
23rd March (No.55) which does not yet appear to
have been considered by higher authority. This
letter raises the question which you were
proposing to discuss with Sir V. Wellesley.
