Telegram dated and received 27th November 1931.
Confidential Referring to your letter of 14th October 277A/474
bar silver. Understand from Chief Manager that Hong Kong and
Shanghai Banking Corporation does not wish to pursue proposed
arrangement at present. Should the request be renewed,
Government will accept liability for storage charges and handling
charges on delivery Bank agree to pay handling charges on
release.

Agreement to pay should be safeguarded by reserving
the right to give notice of termination or by other means.
Particulars communicated by mail to Secretary of State for
Colonies who should be consulted before definite arrangements
made.
