a British ship at a port within home trade limits shall not be allowed to sign the agreement unless the Superintendent or other officer is satisfied that the seaman possesses sufficient knowledge of the English language to understand the necessary orders that may be given to him in the course of the performance of his duties; and

Section 5 (2) of the Aliens Restriction

(Amendment) Act, 1919, which provides that no alien shall be employed in any capacity on board a British ship registered in the

United Kingdom at a rate of pay less than the standard rate of pay for the time being current on British ships for his rating.

developments in this case.
