Sir,

With reference to your letter 72930/30 of the 12th December,

1930, transmitting a copy of a despatch from the Governor of Hong Kong regarding the issue of Emergency Certificates to certain seamen to be employed in the Inter-Island Phosphate service between Nauru,

Ocean Island, Australia and New Zealand, I am directed by Mr. Secretary

Clynes to say, for the information of Lord Passfield, that before leave could be given to these seamen to land in the United Kingdom for the purpose of joining the new vessel being built at Glasgow they would require to be in possession of national passports endorsed with British visas. They should also be provided with some evidence (e.g. a letter from Messrs. Gibb Livingston & Co., Ltd.,) for production to the Immigration Authorities that they are under contract to join the vessel

at Glasgow.

I am to add that a representative of the British Phosphate Commissioners, who recently called at this Department, has been advised

as to the above requirements.

A copy of this letter is being sent to the Board of Trade.
