I have the honour to address Your Lordship
with reference to a proposed ex gratia grant of $25,000
to one Cheung Ah Shap, in connection with the Praya East
Reclamation Scheme. The facts of the case are as follows.
Section C of Marine Lot No.118 was on the

20th of January, 1899, transferred by his father to Mr.
Cheung Ah Shap, who, while selling the land in 1900,
appears to have reserved reclamation rights, intending
thereby to claim as or in place of the frontager, if any reclamation or extension seawards should subsequently
be made. In 1921 such a reclamation was commenced, the
Praya East Reclamation Scheme.
3. Under Section 4 (1)(C) of the Praya East
"Reclamation Ordinance, 1921, persons who although not
then owners of the land had reserved to themselves the
right to participate in any such reclamation scheme became entitled to participate. A period of three
months was allowed to such persons to enter into the participation agreement required by the Ordinance, failing which their rights ceased, and the Government participated in their stead, with consequential obligation
