iam LaBarte Sparrow swn. "I am the A.S.F. for the N.T.
.C.B.543 first came under my notice on 26th May last, shortly
after his transfer to Lok Ma Chau, when I interviewed him at Taipo.
He had complained in writing of having been transferred back to
the N.T. at the instance of A.S.P. Mohinder Singh, and now told
me that Mohinder Singh had a grudge against him. I undertook to
refer his case to Headquarters. He appeared satisfied. On June
2nd having received an answer to his complaint, I had him up
again and informed him that his allegation was untrue since it
was Mr. Scott who had ordered his transfer. He repeated his
charge against Mohinder Singh, and finally asked to see the
D.S.P.K. I told him he could go into Kowloon any day to see the
D.S.P. He did not seem very satisfied, and appeared to be
labouring under heavy emotion.
He next came under my notice on June 16th when I held the
quarterly inspection at Lok Ma Chau at which he was present.

On July 21st I arrived at Sheung Shui Station on other business
at 5.50 p.m. and then heard of trouble at Lok Ma Chau. I rang up
Lok Ma Chau Station but could get no answer, I proceeded on my
