now being made, I must point out that running amok,
though fortunately rare in Hong Kong, may take place
anywhere despite any precautions and when it does
serious injury if not loss of life must result.

For similar reasons this incident does
not form any ground for altering the practice of sending married European officers to take charge of outlying
stations. I have, however, given the matter my careful
consideration but find that the supply of married
European quarters will not permit of the exclusion of
the New Territories stations from the list. There is
moreover a good deal to be said for the married state
as a mitigation of the loneliness of these stations:
and the practice of sending married men to the New
Territories stations has obtained without objection
from days when communications and general conditions
were much less easy and pleasant than they now are.
