My Lord,
With reference to Mr. (now Sir) Claud
Severn's despatch No.245 of 27th June, 1922, dealing
with the proposed revision of the alignment of the
Shaukiwan Road, I have the honour to inform Your
Lordship that financial difficulties, caused by local
unrest, brought about great delay in the execution of
the project, while subsequent developments have made it necessary to modify from time to time the proposals
which were approved by Mr. Secretary Churchill in his 209/22 telegram of 17th August, 1922.

It has now been possible to arrive at
a new set of proposals to which Messrs. Butterfield
and Swire have agreed. I enclose a plan and a copy of
a minute by the Director of Public Works wherein the
matter is explained and the conditions clearly set forth, and request Your Lordship's approval of the
terms of the agreement.
