Mr.Gent,
Please see attached letter from the
Acting Auditor of Hong Kong. The following
extract from the D.D.C.A's. minute to me
up
sums of the two points raised by Mr.Dallin's
letter:-
In the distribution of the Cadets,
shewn in Head 2 of 1929 Estimates, the
system is to refer by footnotes in the
departmental estimates to the fact that
certain offices are filled by Cadets
(cf. Head 5, Colonial Secretary's Office).
If this system is to be of any use it
should be worked properly and, as pointed
out by Mr.Dallin, it is not so worked in
the case of the Colonial Secretary's
Office.
The case of the Master in the Education
Department is more difficult, as the
criticism there is that an officer is used
on a job other than that shewn in the
Estimates.
Have you any comments on the way these things
are done in Hong Kong ? The C.0. may possibly
have had correspondence on the subject with
the Hong Kong Government.
