the receipt of Your Lordship's confidential

despatch of 22nd October, 1930, regarding payment

of lodging allowance and to state that the General

Order on the subject will be amended by the

substitution of the words "may be granted a lodging allowance" for the words "shall receive a lodging

allowance"; and by similar changes in other

paragraphs to permit the exercise of a proper

discretion.
