I have the honour to inform Your Lordship that this
Government has under consideration the compilation of an authentic
history of this Colony, and that with this end in view the Hong
Kong University has been approached and has signified its willing-
ness to allow the Reader in History, Mr. H. G. Hughes, to undertake
this work.

The Unofficial Members of Legislative Council have
unanimously agreed to the financing of this undertaking by Govern-
ment.
3.
Mr. Hughes has recently departed for leave in
England, where his address will be 52 Cranhurst Road, London,
N.W.2, and I should be much obliged if he might be offered
facilities for examining such documents as may be available and
suitable for his purpose at the Colonial Office.
4.
I trust that these circumstances may be consider ed
to fall within the term "exceptional" mentioned in the second
paragraph of Your Lordship's circular despatch of 1st March, 1930,
and that access may be given to documents subsequent to 1885.
