factor naturally depends upon the incidence of epidemics,

but in the year 1928 434 of the abandoned corpses (i.e. 26%

of the total) were found to have died of small-pox.

This problem has for many years been a matter

of grave concern to the Government, particularly from the point of view of the further spread of epidemics, and constant

efforts have been made to enlist the support of the

representatives of the more enlightened Chinese opinion to

combat the evil. Special notices were issued last March in

Chinese pointing out the illegality of this practice.

Every abandoned corpse is removed to the Public

Mortuary for post mortem investigation but in almost every

case no cause is discovered for suspicion that the death

resulted from other than natural causes. Every case is

reported to the Coroner, but in no single instance in 1928

did he see any necessity for a formal death enquiry.

I regret that conditions in 1929 remained, no

less unsatisfactory than in 1928. I enclose tabular
