legitimate commerce created by the present ideas of justice in the Chinese courts.
The object of this letter is to ask whether you would be good enough to attend the dinner on Friday, 24th October, in order that you may listen to the discussion, put any questions which occur to you, and thus be in a position to decide later how you, in your capacity as Secretary of State for the Colonies, would view the proposal. The object of the dinner is merely to create an opportunity for everyone concerned to exchange information without committing themselves in any way. I have no reason whatever to
assume that any one of these eminent lawyers will be prepared to recommend his Inn to take an interest in the project. On the other hand I have been pleasantly surprised by the great interest they have severally taken in the project, not only in accepting the invitation to discuss it, but in the letters they have written. It is for this reason that I feel justified in asking you to come and listen to the discussion and greatly hope that you will be able to do so.
