approached by Chinese and Filipino merchants to give a

certificate to such transit consignments, many of which

have actually been covered by certificates purporting to

bear the signature of Mr. Evangelista. This he has, of

course, consistently refused to do even though he was

only requested to give an opinion on the external appearance

of the consignments.
