The figure of $10,000 was suggested here with
the idea of placing Hong Kong on a par with Fiji, Gold Coast anu Uganda, Because of the fall in the value of the dollar, the sum proposed is now
worth only something less than 2700 as compared
with the 21,000 limit in the Colonies mentioned.
It is, however, a convenient round sum and has now
been suggested by the Colony itself and I think we
might approve it.

$10,000. Say that the raising of the limit had already been under consideration as the old limit was apparently unworkable and, in view of that fact, certain cases in which expenditure in excess of
the limit had been incurred without the Secretary
