I attach a copy of the Circular which is now
being issued. I am inclined to think that a
separate despatch to Hong kong, which is quite clearly
an offenuer in this respect, is desirable.
Apart
from the question of actual procedure in the case
of juvenile offenders, there is the matter of the
large number of whippings for hawking to which Mr.
Shaw drew attention.
I would suggest that we inform the Governor
that the Secretary of State's attention was attracted
by the replies to Mr. Kotewall's Questions on the 19th of June, from which it appeared that the treatment of juvenile offenders in Hong Kong was unsatisfactory
according to modern standards. Refer to the
Circular of the 11th of September which states
generally the conclusions of a Committee which had
already been appointed to investigate the whole
subject and say that it appears to be one specially
requiring
