It will be noted that Mr. Anderson in

paragraph 7 recormends that the work of constructing

I support

the piers is undertaken by Government. this recommendation for the following reasons:

(a) The Scheme is a work of considerable magnitude, and previous experience has shown that, when private firms have undertaken such large works, completion is frequently

delayed.

(b) It is proposed to run three separate ferry

services from the Jubilee terminal and it is not possible to construct the vehicular ferry accommodation without building the piers for the other services at

the same time.

Outside firms in the Colony have not had experience in the specialized type of construction

necessary, it is therefore essential that the work should

be carried out under the supervision and control of this

Department.
