July 1930 - the scheme taking about

two years to complete. The re-construction

of the piers now in use on the basis of the

existing system, would take some 1 years.

If it be finally decided that the Government

shall build the new piers (leaving aside

for the present the question of who should

build and run the ferry boats), the total

cost of £97,500 would be incurred as follows:-

The Secretary of State has no doubt

that the construction of the new piers and

the consequent re-organisation of the ferry

system are essential in view of the scarcely

tolerable conditions now existing, and it

has occurred to him that it may be a

suitable scheme for submission to the

Colonial Development Advisory Committee.

The kind of assistance which Lord Fassfield

has in mind would be a free grant of the

interest for five years on the capital

cost of the work.
