Hong Kong Ferry Scheme.
I am asked to submit the attached papers
to you for an opinion. They include:-
(a) Memorandum by the Colonial Office giving
the substance of the Hong Kong Government's
proposals, and suggesting that they might be
appropriately assisted from the Colonial Development
Fund.
(b) Map to elucidate (a).
(c) Memorandum by Sir John Campbell.
(d) The current Estimates of Hong Kong.
You will remember that Hong Kong has
hitherto had no assistance from the Fund.
