will, it is estimated, be $1,300,000 involving an
expenditure of 640,000 above that which will be necessary
in any case.

The Acting Governor expresses the opinion
that new ferry piers should be constructed by the Government
and, if the Government decides not to operate a ferry
service, the piers should be leased to private companies.
He has no doubt that the ferries, whether conducted by the
Government or leased to commercial companies, will produce
ample revenue to pay interest and sinking fund on the
capital expenditure involved and seeks authority to
proceed with the work, the cost to be charged to a future
loan but paid in the meanwhile from the surplus balances
of the Colony.
5. In view of the extent to which the existing
passenger services are used, the probable growth of the
population in the immediate future and the increasing use
of motor transport which may be anticipated, we think there
can be little doubt that a suitable vehicular ferry service
should be established.
