I have the honour to inform Your Lordship
that the question of the local employment in the Government
service of soldiers whose terms of service expire while
abroad has recently engaged the attention of this Government.
Hitherto a number of vacancies in various
departments have been filled from this source, but in order
that the matter might be dealt with more systematically Sir
Cecil Clementi appointed a small Committee, consisting of
the Inspector General of Police, the Superintendent of
Prisons and a military representative, to make such
recommendations on this subject as they might think proper.
I attach a copy of the Report of that Committee.

I now propose to implement paragraph 3(g) of
the Committee's recommendations by appointing a permanent
Committee under the Chairmanship of the Principal Assistant
Colonial Secretary, the other members being an officer of
the Public Works Department, the Deputy Inspector General
of Police, the Superintendent of Prisons, the Head of the
Sanitary Department and a military representative to be
nominated by His Excellency the General Officer Command ing.
It will be observed that the question of
engaging men who may be discharged in India is touched upon
