I have the honour to acknowledge the receipt of Your

31a62058 Lordship's despatch No.320 of 9th December, 1929, relative to the

allowances to be paid to candidates selected for appointment as

Marine Surveyors in Hong Kong while undergoing courses of

instruction with the Board of Trade and to state that the Board of

Trade would appear to have been misinformed as to the facts

regarding Hong Kong candidates, who have all to date received by

way of training allowance the full amount of their prospective

initial salaries, i.e. £460 per annum which cannot properly be

described as "quite inadequate" (See letter from Mercantile Marine Endl. 28 Department, Board of Trade, to Crown Agents dated 19th November,

1929).

2. I an addressing Your Lordship in a separate despatch

on the effect of the Hong Kong scale of allowance on the status of

the officers concerned, but would suggest that for future

candidates the practice of the Board of Trade with regard to its

own recruits should be strictly followed in all respects both as

to pay and status.
