Hong Kong General Order No.101(4) only allows half salary

sterling officers on initial voyage out to be converted

at 10 dollars to the pound sterling. This rule was

instituted in 1922 as a concession when dee dollars

stood at about 2 shilling and 6 pence. At present

exchange it deprives officer of stipulated pay.

Recommend for your approval that when average rate of dollars for month of payment is below 2 shillings payment should be made at average rate as in paragraph 5 of the

same General Order. If you approve request alteration may be

embodied in future letters of appointment.

Alteration will fit with system of conversion

proposed in salaries Report.
