My dear Grindle,
In connection with the conversation
which we had with Wellesley shortly before I left, I
am sending you herewith a short Note on Kowloon and
the New Territories, which may be of some little
interest to you. They have developed, and still are
developing in an extraordinary way, and a great deal
of capital is being invested in property there.
I am sending it personally, as it
seemed preferable to making an official matter of it
at the present moment.
