I am commanded by the Army Council to refer to your letter of the 19th February last, No.62832/29, with which was enclosed the draft of a despatch to the Governor of Hong Kong regarding the method of assessment of the military contribution of that Colony.

This draft has been the subject of semi-official correspondence with your Department and the Treasury, in the course of which its terms have been somewhat modified and I am now to enclose a copy of the revised draft in the form agreeable to the three Departments.

With regard to the second paragraph of your letter under reply, the Council presume that as a result of the interdepartmental discussions, the proposed Conference will not be held until the reply to the despatch has been received from Hong Kong.
