The Colonial Secretary, Hong Kong, presents his compliments to the Under Secretary of State for
the Colonies, London, and with reference to the
Governor's confidential despatch of the 28th of
August, 1930, is directed to forward herewith twelve
copies of each of the plans referred to in Mr.
Henderson's report dated 31st of March, 1930, and Separately. eleven copies of Sessional Paper No.4 of 1929 referred
to in Enclosure No.1 of the above-mentioned despatch.
