I have the honour to acknowledge the
receipt of Your Lordship's confidential despatch dated
3rd October, 1930, on the subject of the Shing Mun
Valley Waterworks Scheme.

I concur in the opinion expressed in the
5th paragraph of the Crown Agents' letter of 18th
September, that any decision as to the measure of
responsibility which the Consulting Engineers should accept may well be left until after Mr. Gourley's visit
to the Colony.

I would add that I am anxious that the
acceptance of the suggestion that the Consulting Engineers should report and advise on the general scheme should not be interpreted as expressing the concurrence of this
Government with either of the two suggestions in the
correspondence, which accompanied Your Lordship's despatch under acknowledgment, dealing with the ultimate arrange-
ments to be made for carrying out the work.
