I have the honour to acknowledge the receipt of
your letter No. 72852/20 of the 1st January, transmitting
copy of a despatch dated 21st November from the Governor of
Hong Kong on the subject of the Shing Mun Water Supply Scheme.
2. With regard to the second paragraph of your letter
under acknowledgment, we enclose a copy of our letter of the
13th October to Messrs. Sir Alexander Binnie, Son & Deacon,
which contains the terms of the arrangement under which
Mr. Gourley is visiting Hong Kong. It will be seen that
Ir. Gourley is to make a general inspection and examination of
the scheme, inspect and select the most suitable dam site (or
sites) and will report and advise on the general scheme for a
fee of £1,500 plus travelling, hotel and out-of-pocket expenses.
We consider that the obligations of the Colonial Government
are limited to the payment of the fee of £1,500, and there is
no necessity for the Colonial Government to subsequently employ
the Consulting Engineers in connection with the execution of
the works, although we think they would be well advised to do
so.
