With reference to previous correspondence

on the subject of the Cross Harbour Pipe Line, and in particular to Sir C. Clementi's confidential despatch of the 25th of January, 1929, I have the honour to report that the line in question was sufficiently completed by the 31st of March, 1930, to allow of its being brought into use and the occasion was taken to hold an official ceremony on that date of which I enclose a newspaper report.

A Contract for the supply of materials was let by the Crown Agents to lessrs. Stewart & Lloyds on the 28th of June, 1929, and complete delivery in England was promised for the middle of September which would allow of the whole of the materials being in Hong Kong by the end of October and so allow of operations for laying to be commence

on the site on that date.

On the 8th of October a Contract for laying the pipes across the harbour was let to Kessrs. The Netherlands Harbour Works Company of Hong Kong and by the end of Catober all preliminary works had been sufficiently completed by them to enable the commencement of laying the

pipe line to be made. Messrs. Stewart & Lloyds however failed to complete delivery by this date; in fact, owing to
