1. I should be inclined to tell Hong Kong, at once,
that an application for aid from the Col: Dev:
Fund in respect of a new gaol should not be for-
warded. That seems clearly outside the scope of
the Act. This intimation may save them useless
trouble.
2. As regards the Shing Mun waterworks, second
section, there seems no point in approaching the
CDAC at this stage. We do not know if the
scheme will be sanctioned: we do not even know as
yet if it is a feasible and workmanlike scheme.
There are--and can be, in the circumstances--no
detailed estimates available. And the works
are not likely to be commenced before 1932, in
any event. It is perhaps hardly reasonable to ask
