I shall be glad to have Your Lordship's covering authority for this discrimination and for such reasonable extension, for example to the Boy Scouts, as may be found desirable.

I shall also be glad to be authorized to
make a similar concession in the way of full refund to soldiers stationed in Hong Kong provided that each has the recommendation of his Commanding Officer.
