My Lord,
I have the honour to forward herewith a
copy of the Prospectus issued by the Hong Kong Technical
Institute which is conducted under the auspices of the Education Department, and in particular to draw Your Lordship's attention to the passage on page 5 which
reads as follows:-

"Government Servants attending Classes as below "on the recommendation of the Heads of their "respective Departments, may have their Class "Fees returned on passing the Examination held "at the end of the Session:-

Translation Classes.
Building Construction Classes. Field Surveying Classes.
Sanitation Class.
Teachers' Classes.
Physical Training Classes.
Electricity Classes.
Nautical Class.
"'Efficient' liembers of tile St. John Ambulance "Brigade and also Girl Guide Officers (if

recommended by the Secretary of the 'Girl Guides "Association') may attend any Class on payment of "half the usual Fée, and the Fee so paid may be "returned on their passing the Examination held "at the end of the Session."
The concession offered to Government
servants and members of the St. John's Ambulance Brigade and Girl Guide Officers in that passage has lately been
questioned, and, in view of the fact that the fees paid to the Institute go to the general revenue of the Colony,
