With reference to your letter, unsigned, of the

29th of July, 1929, forwarding a complaint that your

product "Colfix" was not getting the support from the

Public Works Department that you claim it warrants, I am

directed to inform you that I have made enquiries in the

matter, and am advised that opportunity has been afforded

to your company to prove your claim by tests of "Colfix"

on local road surfaces prepared to the satisfaction of, and

under the direct supervision of your own representatives.

Photographic evidence of the results of these

tests, has been produced and appears to support the view of the Director of Public Works that your product is definitely

inferior to asphalt as a road surfacing material for

Hongkong with no compensating advantages in the matter of price.

3. Should you desire to refer the matter to the

Colonial Office in London, it is open to you to forward to

the Secretary of State through His Excellency the Governor a Memorial (in triplicate) on the subject.
