We regret that our overtures with the local P.W.D. koad Authorities have come to an absolute deadlock, and we would therefore suggest that, if no further steps in this matter can be taken at this end, you will favour us by referring this complaint to the Colonial Office in London, with the request that the whole matter be discussed fully with the Directors of The International Bitumen Emulsions, Ltd. in London.
