We have the honour to address your Lordship
in connection with correspondence which we have had with
the Honourable Colonial Secretary and also the Honourable
Director of Public Works in Hongkong, in regard to business
in a road surfacing material called "COLFIX", which is a
colâ liquid bitumen and which is presently being manufactured
by ourselves in the Colony of Hongkong under agreement with
the Patentees, who were originally International Colfix Ltd.
and which has since been absorbed by The International Bitumen
Emulsions of London.
We have the honour to enclose herewith copies
of all the correspondence which we have had with local
Officials since the beginning of our overtures, a matter of three years ago, and at the end of which time we much regret that we have been quite unable to secure any satisfaction.
