"COLFIX" BITUMINOUS EMULSION IN
HONG KONG.
I have the honour to acknowledge the receipt of
your letter of April 9th last No.72823/30 in regard to the
complaint made by Messrs.Colfix (Far East) Ltd., of the
attitude adopted by the Hong Kong Government in regard
to the use of "Colfix". The enclosures are herewith
returned.
2. The Hong Kong Public Works Department must be
the judges of what road materials best suit their
climatic and traffic conditions. The Hong Kong Roads
Engineer, Mr.H.E.Goldsmith, is an exceptionally able

man who has studied road making not only in the Colonies,
and in Britain, but also in Canada and the United States
of America, and has written two text-books on the subject
which have enjoyed a considerable sele both in Britain
and America, and the repeated tests of "Colfix" under the
supervision of the suppliers, which have been permitted
by the Colonial Government, and which the firm could not
but admit were unsuccessful, show that their allegation
of unfairness cannot be sustained.
3. The Hong Kong Public Works Department is of
opinion that hot-mix asphalt or tar macadam is the best
for their purpose, and a few years ago the Colonial
Government purchased an extensive range of plant for
