Short of its verbosity and self-praise

the voluminous correspondence enclosed in the

despatch briefly amounts to the following: -

"Colfix" is a liquid bituminous top dressing,

applied cold, for the surface of roads. Colfix

(Far East) Limited, who handle the product in

Hong Kong have repeatedly urged the Colonial

Government to substitute it for the "straight"

asphalt used by the Roads Office. The price of

"Colfix" has been progressively reduced from 50

cents a gallon in 1927 to 35 cents in 1929.

During the past two years the Public Works

Department in conjunction with the Company's

representatives has given "Colfix" five tests on

Hong Kong roads. The results have been most

unsatisfactory which the Company, notwithstanding

some unconvincing attempts to explain away the fact,

has to admit. The most strikingly illogical of

these explanations is that in which it is urged

that allowance should be made for "the weight and

nature of the traffic borne by the road in question"

Although earlier in the correspondence Colfix is

said to have been used successfully on the Great

North Road at High Barnet carrying 17,000 tons a

day.
