My Lord,
With reference to the reduction of grants to
elementary vernacular schools in the Estimates for 1931 to
which the sixth paragraph of Your Lordship's despatch No.39
of 30th January, 1931, alludes, 1 have the honour to inform
you that the system has been adopted of a pro rata decrease
in each individual case corresponding to the total amounts
voted in 1930 and in 1931 (viz. $95,000 and $80,000).

The reduction was dictated solely by the urgent
need for economy and the question of restoring the former
amount will receive favourable consideration when finances
permit.
