If Mr. Bushe's view is accepted, as I feel
it must be, we shall have to inform the Governor
that,in view of the statements of No. 13, the
Secretary of State cannot but regard the
proposed alteration in the exchange rate for
the payment of salaries as a breach of faith with
the officials; anu that he cannot agree that
the proposal should be put into effect even if
it is supported by a formal vote of the
Legislative Council; and that, while the
Secretary of State recognises the necessity for
retrenchment of expenditure, he is unable to
sanction this particular method of effecting it.
The above would of course have to be
amplified by despatch;
and the Department will
no doubt have more to say on the financial
aspect of the matter.
Action should be taken as soon as a
aken, reached,
decision has been reached to safeguara the
position for the future by amending the
Calder
Appointments pamphlets, as Mr. Cole suggests.
