2. The bases of negotiation approved by the

Executive Council are in outline as follows:-

(a) Acquisition must be by Imperial and International

Communications Limited, themselves and not by

any branch or subsidiary Company, and the

Colony must be included within the scope of

Imperial Communications Advisory Committee

instituted by the agreement of the 29th of May,

1929, copies of which were forwarded with Your

Lordship's despatch of the 15th of August, 1929.

If it is so desired negotiations will be

conducted with Mr. Richards but it must be

understood that he has full power to act for

and does act for the main Company and not merely for Marconi's Wireless Telegraph Company whose

representative he claims to be, still less for

the Chinese National Telegraph Company mentioned

in Your Lordship's unnumbered telegram of the

5th of October, 1929.

(b) The Company to take over from the Government at a

value to be agreed upon all plant pertaining to

the Service transferred whether such plant is

actually required by the Company for its own

services or not, and to establish its own

transmitting and receiving stations.

(c) The Company to take over from the Government its

lease of the offices in the Peninsular and Oriental

Building now used for Radio work.

(a) The Company to absorb as far as possible all

members of the Government staff who will cease

to be required by Government on the transfer of
