Dear Mr. Leech,

Air Commodore Blandy is leaving England on the 31st instant

for Hongkong and Singapore for the purpose of carrying on

negotiations regarding Imperial and International Communications

Ltd. taking over the existing wireless plants and their operation,

the installation of additional circuits together with wireless

telephony services with this country.

You were kind enough at the meeting which Mr. Vyvyan

and myself had with you on the 13th instant to say that the Post

Office were quite willing to co-operate with the Communications

Company in all wireless telephone services which we are able

to operate overseas, and, further, the Post Office were prepared

to assist the Company in obtaining such wireless telephony rights.

In his forthcoming negotiations, Air Commodore Blandy

considers that it would greatly strengthen his position if we

could give him a copy of an official letter from the Post Office

showing the desire of the Post Office to co-operate with the

Company. May I, therefore, ask if you would be good enough to

send us an official letter confirming this understanding which

was arrived at at our meeting on the 13th instant.
