BY VIRTUE OF POWERS vested in me, I, WILFRID THOMAS SOUTHORN, Companion of the Most Distinguished Order of Saint Michael and Saint George, Officer Administering the Government of the Colony of Hong Kong and its Dependencies, do by these presents appoint you JOHN JOHNSTONE PATERSON provisionally, and subject to His Majesty's pleasure, to be temporarily an Unofficial Member of the Legislative Council in the place of the Honourable Mr. Benjamin David. Fleming Beith who is temporarily absent from the Colony.
