My Lord,

I have the honour to report that I have

appointed Mr. Paul Lauder provisionally, and subject to His

Majesty's pleasure to be temporarily an unofficial member

of the Legislative Council in the place of the Honourable

Mr. W. E. L. Shenton who is temporarily absent from the

Colony.

Mr. Shenton has left for England on a visit

which is expected to extend over a period of about five

months.

Mr. Lauder who was a member of the recent

Salaries Commission is the General Manager of the Union

Insurance Society of Canton, Limited, and a very prominent

member of the business community of Hong Kong.
