My Lord,
I have the honour to report that I have
appointed Mr. A. F. B. Silva-Netto provisionally, and subject to His Majesty's pleasure to be temporarily an unofficial member of the Legislative Council in the place of the Honourable Mr. J. P. Braga who is temporarily absent from the Colony.
