would in practice make the institution of any single
Federation extremely difficult if not impossible.

So far as I am aware no suggestion has been
made locally for the institution of a Police Federation and
I have no reason to suppose that the members of the Hong
Kong Police Force are in any way dissatisfied with the
existing means whereby they make their wishes known to their
own officers and to the Government.
