Your Lordship that a constituent meeting of the Hong Kong Society for the Protection of Children took place under my chairmanship at 5 p.m. yesterday in the City Hall. A very large number of persons, both Chinese and European, attended the inaugural meeting and, on a rough estimate, about four hundred were present. The proceedings were conducted both in English and in Chinese, and I enclose a newspaper report,

describing what took place.

I also enclose copies of the constitution of the Hong Kong Society for the Protection of Children, as adopted by the constituent meeting, together with lists of the office bearers. My wife and I were elected to be the first Patrons of the Society, and we have announced our intention of becoming life members in terms of Rule 4 (d) of the constitution. The Honourable Sir Shou-son Chow was

elected as the first President of the Society, and the follow ing gentlemen were elected to be Vice Presidents:-
