Besides sending letters for the information of

others, we find it necessary to send you this letter in the

hope that you will attend to the matter and reply.

"Enquiries show that Commissioner KONG was dismissed

long ago but up to the present he has not handed over charge

of the office. He has ventured to rely upon the power of

the foreigners to aet at defiance the orders of our Government.

This is unlawful. We now call upon you, the Commissioner

of the Telegraphs Administration in Kwangtung, immediately to

instruct KONG SIU LUI to hand over charge of the office

without further delay in compliance with the previous telegram,

so that he may not be severely punished. You are also to send

in a report for consideration on what you may have done.

On receipt of the above, we the Kwangtung Telegraphs

Bureau, have made enquiry and find that, as is on record, we

informed you accordingly when we received the telegram of the

15th from the Ministry of Communications. As is necessary

we now further instruct you to hand over charge of the office

on this very day without further delay so that you may not be

liable to severe punishment. You are also required to send

in a report for forwarding to the Ministry on what you have

done in handing over the charge of your office.
