Ministry of Communications for the
instruction of KONG SIU LUI, former
Commissioner of the Telegraphs Office

In the matter of a notification for observance:
We have received a notification No. 3445 from the
Ministry of Communications to the following effect:-
"We have received a despatch from the Civil Service
Bureau under the National Government stating that on the
11th. they received a telegram from LUK OHI WAN which reads
as follows:-
"I have been advised in writing by the Governor of
Hong Kong that I should not take over charge of the
Telegraphs Office until his consent is obtained. This is
due to KONG SIU LUI. I find that KONG has associated
himself with reactionaries and his insistence in remaining in
office in defiance of the orders of the Government is
intended for his own purposes. I beg that an order be
issued to have him arrested for punishment and a despatch
be sent to the British Ambassador to advise the Governor of
Hong Kong not to interfere any further, in the interest of
the sovereignty of China".

Bureau have duly submitted a report to the Chairman (of the
