I am directed to acknowledge the receipt

of your letter of the 26th. of September 1929

regarding the office of the Chinese Telegraph

Administration in this Colony and to inform you that

His Excellenay the Governor is not prepared to allow

charge of this office to be taken over by anyone

whose name has not been put forward by the Chinese Government through the regular diplomatic channels

and formally approved by him.

These conditions have not been fulfilled

in your case and His Excellency cannot therefore

agree to your assumption of charge.
